As a senior leader in Public Works, the individual in this position performs supervisory, management, and highly skilled analytic and administrative work in planning, developing, and overseeing operations and maintenance along with construction projects related to municipal water distribution and wastewater collection systems. They will be responsible for the oversight and expertise on challenging, complex, and sensitive issues regarding water distribution and wastewater collection systems. Establishes and implements assigned programs, objectives, and performance standards related to regulatory, state, and federal requirements. This position provides direction for all phases of the municipal water distribution system, including but not limited to SCADA, water tanks, pressure zones, transmission lines, pump stations, hydrants, valves, and meters, along with wastewater collection system, including but not limited to lift stations, force mains, gravity mains/services, manholes, and other associated assets and facilities. IV. ESSENTIAL JOB FUNCTIONS
The individual in the Water Systems Superintendent role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the Town, department, and division, pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
Operations
• Plan and manage various projects associated with operation and maintenance activities such as capital and maintenance improvement projects for reservoirs, water mains, water meters, pump stations, lift stations, distribution systems, sewer collection systems, lab analysis, water treatment, and wastewater treatment.
• Administers the Town of Windsor water usage from our water suppliers, the City of Greeley, North Weld County Water District, and Fort Collins/Loveland Water District.
• Responsible for maintaining the monitoring schedule of the Town’s distribution system per Colorado Department of Public Health & Environment (CDPHE) requirements. Works closely with the Town’s Operator in Responsive Charge (ORC) and sets up meetings for any updates or assistance.
• Administers the Town SCADA operations of pressure zones, water distribution pump stations, wastewater collections lift stations, and water storage tanks.
• Administers, prepares, and completes the Town of Windsor’s Consumer Confidence Report (CCR – Water Quality Report), Sanitary Survey audit, and Risk and Resilience Assessment, and ensures all compliance paperwork is complete.
• Directs oversight of related CIP projects and prepares and implements the Division’s CIP-associated projects by making work and budget recommendations, reviewing plans, estimating time, material, and costs, providing technical input, and assisting the Engineering staff as directed.
• Provides direction to the Utilities Division Supervisor for wastewater collections system to ensure that the Town’s collections system is maintained correctly and operates in compliance with all regulatory requirements, including sanitary sewer overflow (SSO) reporting, infiltration, and inflow (I&I) reduction, FOG program compliance, and illicit discharge investigation and enforcement.
• Assist the Utilities Supervisor with strategic operations and maintenance programs to manage sewer collection system assets, including but not limited to sewage lift stations, sewer lines, and manholes. Plans and budgets for rehabilitation, repairs, and new construction of system assets.
• Administers and prepares Cross-Connection Control program and writes any CDPHE-required reports.
• Coordinates with local agencies (Windsor Fire Protection District) to ensure all fire hydrants and water valves are operational and visible.
• Work with the Utilities Supervisor to develop and coordinate training and development programs and safety meetings and enforce all safety rules and regulations with staff to ensure compliance with Colorado Intergovernmental Risk Sharing Agency (CIRSA), Occupational Safety and Health Administration standards, and certification related to water and wastewater.
• Ensures the Utility Division responds promptly, efficiently, and effectively to emergencies.
• Receives, responds, and handles public (residential or commercial) inquiries, requests for assistance, and complaints regarding water distribution and wastewater collection systems and participates in public meetings as necessary.
• Ensures compliance with local, state, and federal potable water regulations and reporting requirements, gathers data, and prepares reports to demonstrate compliance.
• Work with the Utilities Supervisor on permit compliance and reporting.
• Look for ways to increase efficiencies in policies and procedures. Evaluate field problems and develop solutions to complete assigned tasks efficiently.
• Promotes teamwork and encourages an atmosphere that will stimulate an exchange of ideas, information, and job experience within the divisions.
• Works with the Engineering Department regarding water and wastewater issues.

Management/Budgeting
• Prepares and coordinates the development and administration of water distribution and wastewater collections fund budgets; forecasts the necessary funds for staffing, materials, supplies, and capital improvement projects. Presents and defends budget proposals to the department head. Administers division’s budget to ensure effective expenditure of allocated funds; authorizes supplies, materials, and equipment purchases. Monitors and approves expenditures and adjustments as necessary. Implements midyear adjustments.
• Conduct research and make recommendations to the Deputy Director of Public Works concerning decisions and commitments involving large expenditures with a significant impact not only on the Town organization but also on the community as a whole; develop and manage assigned staff in a fiscally responsible manner.
• Develop and recommend policies, standard operating procedures, and specifications regarding all areas related to water distribution, wastewater collections, and utility locates.
• Lead, manage, supervise, and evaluate the performance of assigned staff and teams and champion employee engagement, involvement, accountability, and workplace culture.
• Prepare and review proposals, contracts, cost estimates, intergovernmental agreements, and related documents.
• Collect, monitor, and analyze division levels of service to ensure efficiency and effectiveness; create action plans for improvement as needed. Oversee the development and administration of safety & training programs for conformance with policies and laws; monitor training and work results, including evaluation of accidents, injuries, and claims.
• Establish and maintain collaborative relationships with community representatives, citizens, employees, and public interest groups.
• Identify and integrate new technologies into division and Town operations.
• Solicit feedback from staff; work to implement new ideas and procedures.
• Present and recommend to the Deputy Director of Public Works, Director of Public Services, Town Manager, Town Board, staff, citizen advisory groups, community organizations, etc.
• Review proposed ordinances, regulations, plans, specifications, sketches, notes, prints, and technical reports related to projects and activities for content, accuracy, and feasibility; requisition materials and supplies; maintain detailed record system by collecting, assembling, and analyzing data, and preparing periodic reports.
• Prepare various reports and projects as requested by the Director of Public Services and Deputy Director of Public Works. Perform related work as required and assigned. May act as Public Works Deputy Director in the absence of the Public Works Deputy Director.
• Employee is expected to exercise independent judgment and apply technical and professional skills in achieving work tasks. Work is reviewed through observation, inspection for accuracy, and results obtained. The supervisor is involved in problems of significant impact.
• Serves as a resource for the division; provides administrative and technical staff assistance to the sector. Coordinates services, planning, and work with other divisions, departments, governmental agencies, and community agencies/organizations, such as CDOT, Weld & Larimer Counties, XCEL Energy, and Poudre Valley REA.
• Assists the Public Works Deputy Director with placing staff on-call for emergency events and planned events such as snow and ice removal and flooding situations.
• Composes various reports, memos, letters, and operations/procedures manuals in a professional writing style.
• Provide professional advice to the Deputy Director of Public Works, Director of Public Services, Town Manager, and Town Board; present to supervisors, boards, commissions, civic groups, and the public.
Team Leadership & Supervision:
• Appraises the performance of subordinate personnel. Assists subordinate employees in problematic areas. Initiates appropriate disciplinary actions based on recommendations of subordinate supervisors for assigned employees.
• Prepares annual performance evaluations that clearly define expectations. Documents performance highlights and provides regular feedback to employees.
• Maintain harmony among workers and resolve grievances; perform or assist subordinates in performing duties; adjust errors and complaints.
• Maintains the confidentiality of sensitive management and department information.
• Reports to the work site and supervises staff during emergencies such as snow & ice removal and flooding.
