Summary

The Town of Lochbuie is seeking a visionary and results-driven Public Works Operations Manager to lead and modernize operations within the Public Works Department. This transformational leader will oversee day-to-day operations across multiple service areas—including streets, utilities, fleet, and facilities—and will be charged with advancing organizational effectiveness, workforce development, technology integration, and service excellence.

Under general supervision and using judgement, discernment, and initiative, this person will lead crew(s) in the operation, maintenance and repair of public infrastructure and assets in the areas of transportation, stormwater, parks, facilities, fleet, water distribution and wastewater collection systems.

Key Responsibilities

Operational Leadership: Direct, plan, and coordinate operations in street maintenance, stormwater, water distribution, wastewater collection, fleet management, and municipal facilities.
Change Management: Lead process improvements and culture change initiatives to modernize service delivery and promote innovation across divisions.
Strategic Planning: Collaborate with department leadership to develop long-term plans aligned with the City’s strategic goals and sustainability objectives.
Workforce Development: Cultivate a high-performance culture that empowers staff, encourages professional development, and fosters equity and inclusion.
Performance Management: Implement performance metrics, operational dashboards, and service standards to monitor and improve efficiency and customer satisfaction.
Technology Integration: Champion the adoption of new technologies, asset management systems, and data-driven decision-making tools.
Budget & Resource Oversight: Assist in the preparation and management of divisional budgets; ensure resources are deployed efficiently and in alignment with strategic priorities.
Community Engagement: Act as a visible, responsive leader in the community, fostering trust and transparency with residents and key stakeholders.
Employees in this classification perform technical and manual work. This position is expected to be responsible for budgets, project management, staff development and productivity. This person prepares reports and updates work order requests with work activity; develops programs and projects; provides a full working level of construction management; develops construction project proposals and/or contracts; contract negotiations; evaluates outside consultant work; prepares and reviews plans, specifications, and contract documentation; prepares cost estimates and change orders; budget administration; provides construction administration and inspection of Public Works projects (PMP); works with a purchasing policy for the bidding and RFP process; and project management.

Essential Job Functions

Administer the Town’s Pavement Maintenance Program. Keep a current inventory of the Town streets and their conditions; identify streets to be maintained, determine what maintenance is needed, and make recommendations to the Public Works & Utilities Director; develop project plans, specifications, and cost estimates; main contact for the Contract and RFP process; inspect outside consultant work for quality and adherence to project specifications; coordinate with home owners regarding road access; draft change orders; track project expenditures; complete Town, State, and Federal documentation; serve as lead contact for inter-departmental infrastructure maintenance, rehabilitation, and CIP projects.
Oversee maintenance staff organization and productivity. Work with the PW Foreman and Utility Crew Leader to plan and organize weekly work schedule and preventative maintenance programs.
Oversee snow-plow operations ensuring adequate coverage and timely response.
Respond to internal and external customer service requests and concerns. Address citizen concerns regarding the state of roads; explain criteria and the Town’s overall approach to maintaining roads; provide descriptive statistics, reports, and maps regarding the number and quality of roads upon request of citizens, staff, and management.
Administer the Bridge and Culvert Maintenance program. Hire consultants when necessary for further analysis of bridges and culverts. Develop preventative maintenance programs for both bridges and culverts; develop replacement, repair, and maintenance programs for bridges and culverts; manage bridge system based on State and Federal requirements.
Supervise employees, contractors, and special projects.
Create and comply with written Town policies and procedures specific to the Public Works Department.
Maintains a safe working environment by knowledge and adherence to regulatory safety regulations and laws such as trench safety and confined space requirements, NEC electrical safety requirement, MUTCD construction barricading and signage requirements, etc.
Inspects job sites and enforces safety regulations and procedures.
Will grow the division and supervise individuals on the crews out in the field to ensure all assigned work tasks and objectives are completed.
Performs work in the operation and maintenance of the town’s infrastructure with a high level of responsibility and initiative.
Logs and updates work orders (digital) with the crews or individual work activity related to town infrastructure operation, maintenance, repair and other activities as assigned.
Resolves customer complaints due to town infrastructure problems or concerns.
Research, read, and interpret construction and record drawings of infrastructure to and assist in maintenance of infrastructure in the field.
Works in collaboration with the Public Works & Utilities Director, keeping the Director informed as various work tasks and situations that arise.
Responds to emergency situations after hours, weekends and holidays.
Operates, checks, and maintains moderate to complex equipment.
Maintains, organizes and cleans tools, equipment, work areas and job sites.
Develop a working knowledge of construction standards and utility information systems.
Prepare documents and reports with Microsoft and other industry-specific programs.
Assist with implementing and managing field data collection tools and tasks.
Support the maintenance and operation of the Town’s mapping and GIS applications by maintaining, reporting, and posting work or by gathering data.
Assist Public Works staff and operational groups in the performance and completion of their duties. Perform other duties as assigned or directed.
Experience with GIS-GPS and/or an Asset Management program in the municipal utilities field includes the following:

Perform field data collection as needed using mobile GIS/GPS equipment.
Enter new map data using GIS software using cartography principles including coordinate systems, longitude, latitude, elevation, topography, and map scales.
Prepare maps using ArcGIS or other applicable GIS software.
Gather, analyze, and integrate spatial data and determine how best the information can be displayed using GIS.
Prepare and process work orders.
Education and Experience:

Bachelor’s degree in Public Administration, Civil Engineering, Construction Management, or related field (Masters preferred).
5-7 years of progressively responsible experience in public works, operations, or municipal services, including 3 years in supervisory or management capacity.
3-5 years experience in pavement maintenance.
Proficiency in GIS and/or an Asset Management program in the municipal utilities field.
Demonstrated success in leading organizational change, improving service delivery, and managing cross-functional teams.
Administration of contracts for various disciplines including project design, preparation of bidding, interpretation and enforcement of contract requirements.
Computer skills and an aptitude for learning programs and using: Pavement Management Program software, Microsoft Office Suite (e.g., Outlook, Word, Excel, PowerPoint), Adobe, etc.
Knowledge of heavy construction techniques, and management skills.
Certifications and Licenses:

Must possess a valid Class B commercial driver’s license (CDL) or the ability to obtain within 6 months of employment.

Colorado Stormwater Inspector is desirable.

Confined Space Entry is desirable.

Traffic Control Supervisor/Tech is desirable.

Colorado Class II Water Distribution License is desirable.

Colorado Class II Sewer Collection Operations License is desirable.

Environment

Work is performed in both field and office environments and may involve exposure to dirt, dust, fumes, chemicals, extreme weather conditions, and noise levels; work may be performed in alternate locations, sometimes in formal settings.
May traverse uneven ground, work at various heights above ground on ladders, scaffolding, and structures and in confined spaces, including manholes, vaults, and excavations.
Frequent interaction with office and field staff, sometimes facing adverse or confrontational situations with internal/external customers.
Subject to driving a Town vehicle in all weather conditions.
Subject to working alone, with groups; frequently participates in meetings.
May be required to work extended hours in the evening, holidays, or weekends and beyond a 40- hour work week during construction season.
Frequent interruptions and required to manage competing priorities with inflexible deadlines.
Environment has marginal to moderate hazards that are typically predictable or well protected against; field work involves working in and around construction projects with heavy equipment being used by contractors.
Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are used as needed.
Physical Requirements

Vision enough to interpret written documents and drawings, and to inspect work projects.
Communication skills to adequately convey information to contractors, property owners, other personnel, and the general public.
Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces.
Manual dexterity to operate computer equipment and vehicles; to accurately input, retrieve and verify work assignments; and use hands to finger, handle, or feel and reach with hands and arms.
Duties may occasionally require light to moderate physical effort that includes: stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds; maintaining arms and hands in the same position for repetitive tasks and frequently working with light objects and light hand tools;
Extensive work is performed on a computer with repetitive data entry.
Ability to drive small trucks; work in traffic-controlled zones in various types of traffic conditions and in construction sites/zones; work around asphalt (325 degrees F) in extreme heat for extended periods of time.
The salary range for this position is $78,598 – $110,038. Placement within the range is dependent on qualifications and experience. Benefit information is also attached. This position is open until filled.
