Director of Transportation Implementation – Transportation Business Unit

The Department of Transportation & Infrastructure (DOTI) is seeking a highly motivated and experienced professional in the transportation industry to serve as Director of the Transportation Implementation Division that is a key leader within DOTI’s Transportation Business Unit. The primary functions of this position are to lead a team of more than 40 professionals that deliver transportation infrastructure projects across the city that aim to improve the safety of the city’s transportation system and improve the quality of life in Denver. The Division Director provides staff leadership, cross-organizational collaboration, business planning and workload management, technical guidance, budgeting, and performance reporting, among many other duties. This position will also have review, coordination, and signature responsibilities for transportation project delivery through the delegation of authority from the City Engineer. Salary and benefits information: The City and County of Denver offers a competitive salary commensurate with education and experience. The hiring range for this position is $180,000 – $215,000/year. Location & Schedule
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work three (3) days in office. For your in-office days, you can expect to work at or near the Webb Municipal Building (201 W. Colfax Ave., CO 80202).

The Transportation Implementation Division designs and delivers the City’s capital transportation program that is established through Mayoral goals, DOTI’s strategic plan (Denver Moves Everyone), public input, and funded through the city’s annual capital budget, state and federal grants, and voter-initiated bond programs. Core functions of this Division include design and construction project management, program management, subject matter expertise, contract oversight, and coordination with internal and external infrastructure partners (FHWA, CDOT, RTD, Xcel Energy, Denver Water, etc.), and more.

This Division manages over 100 active projects that value approximately $450 million. The types of projects managed range greatly in size and complexity and are delivered through a wide variety of procurement strategies and delivery mechanisms. To support this portfolio of work, the team consists of supervisory and administrative roles, project managers, designers, construction managers and inspectors, and specialists in varying disciplines including program management, NEPA/environmental permitting, utility coordination, and council/community engagement. The team also utilizes staff augmentation through consultant supplied services. Examples of work delivered through this Division include and can be viewed here:

• Ongoing citywide deferred maintenance
• Americans with Disabilities Act (ADA) programs and regulatory projects

In this role you will have the ability to make a direct impact in bettering our city by implementing safe and equitable transportation mobility projects and programs that benefit all residents and the traveling public. You will successfully lead by bringing and implementing ideas that will increase collaboration, performance, innovation, and accountability to our team and to our partners as you work together to streamline project delivery.

Specifically, as the Director of Transportation Implementation, you will:

• Direct multiple multi-disciplinary groups to efficiently and effectively deliver complex public transportation projects and programs.
• Lead strategic thinking on a broad range of project and program management issues including refining program/projects, setting priorities, developing delivery strategies, implementing business processes and procedures, and addressing areas of concerns.
• Develop and implement strategic initiatives, goals, objectives, and key performance metrics that drive decision-making and provide accountability.
• Ensure the Division accomplishes annual work plans, fulfills strategic initiatives, and meets performance standards.
• Evaluate, define, and execute on organizational enhancements and resource management to support delivery excellence.
• Identify and implement innovations to improve team performance.
• Possess a comprehensive understanding of federal, state, and City agency policies, standards, and systems.
• Use political savvy, discretion, and a spirit of collaboration to engage in regular communication with, and build relationships in all directions (e.g., peers, supervisors, funders, stakeholders) to advance the strategy and program.
• Represent the division/department in meetings with elected and/or appointed officials and other city entities; serve as the city representative with a variety of public, business, and community organizations; and foster collaborative relationships to the benefit of the organization
• Coach, mentor, and challenge staff, champion continuous improvement, including devising new strategies and new opportunities, and lead staff development initiatives that include training, development and succession planning.
• Lead facilitation with peers and appropriate staff to develop and manage annual budgets, business/work plans, and risk mitigation plans in order to meet program outcomes.
• Generate thorough and accurate reports for distribution to highly political stakeholders.

What You’ll Bring
Our ideal candidate has some or all the following experience, skills, and characteristics:

• Registered Professional Engineer (PE) by the State of Colorado Board of Registration for Professional Engineers at the time of application (see Required Minimum Qualification section for more details).
• Project Management Professional (PMP) certification a plus.
• Experience leading and managing multi-disciplinary teams that design and deliver complex transportation projects and programs with limited resources and high public expectations and political profiles.
• Experience working in transportation or public infrastructure construction, engineering design, and capital planning and programming.
• Experience implementing cost and schedule adherence and or change management procedures across varied complex transportation project and program implementation to achieve high quality, safe and equitable public transportation infrastructure and service outcomes
• Wide experience in the evaluation, use, and oversight of various procurement and contracting methods with a formal understanding of risk and change management.
• Experience developing, managing, and regular reporting of program and related project data, schedules, and budget which is utilized to guide organizational business decisions.
• Knowledge of the principles, methods, and tools for planning, initiating, executing, controlling and closing of large-scale capital infrastructure projects and programs, and understanding of how projects progress from planning, development, implementation and closeout.
• Thorough understanding of project management and experienced in broader management of a program of projects.
• Excellent communication skills, demonstrated political savvy, commitment to equity and inclusion, and experience building strong relationships with multi-disciplinary teams in a challenging and diverse environment.
• A passion for leading cultural and technical change within an organization to continuously improve work product and the working environment.
• Experience and a comfort level with matrix management.

Required Minimum Qualifications
• Education Requirement: Bachelor’s Degree in Engineering or Architecture.
• Experience Requirement: Five (5) years of experience at the type and level of functional or operational management, which must have included management of licensed engineer or architect supervisors.
• Education/Experience Equivalency: No substitution of experience for education is permitted. Additional appropriate education may be substituted for experience requirements.
• Licenses/Certifications:
o Requires a valid Driver’s License at the time of application.
o Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.
o Licenses and certifications must be kept current as a condition of employment.
