As a member of the Public Works Wastewater Treatment Facility Division, individuals in this role perform supervisory, management, and highly skilled analytic work. They play a pivotal role in planning, developing, and overseeing the Wastewater Treatment Facility Division and projects while also training and assisting with operations and maintenance when needed. This position is safety-sensitive and is responsible for developing and managing the Wastewater Treatment Facility Division budget. The position establishes and implements assigned programs, objectives, and performance standards in accordance with all laws, rules, and regulations, including those set by the Colorado Department of Public Health and Environment, Environmental Protection Agency, and other agencies related to state and federal requirements. Job description:

ESSENTIAL JOB FUNCTIONS

The individual in the Wastewater Treatment Facility Superintendent role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulation, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.

 

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive:

Ensures that treated effluent meets all applicable local, state and federal standards in conformity with discharge permit. Interacts with local, state, and federal agencies on issues relating to permit compliance, facility inspections and permit renewal.

Serves as team member on construction projects and interacts with engineers, contractors, and staff to ensure proper construction and continued compliance during project duration.

Develops and recommends methods, policies and procedures necessary for efficient operation of activated sludge wastewater treatment plant.

Develops process control strategies based on operational and laboratory data and initiates operational changes to maximize treatment effectiveness.

Reads meters/gauges and oversees/performs sampling and laboratory testing/analysis to monitor plant processes and document effluent quality.

Directs the monitoring of industrial discharges to ensure compliance with discharge permit and advises industries if corrective action is needed.

Advises industry of corrective measures as needed.

Prepares and submits periodic NPDES permit reports and bio-solids reports.

Schedules, assigns, and performs preventive maintenance and corrective maintenance repairs on all wastewater treatment facility and pump station equipment including pumps, valves, blowers, generators, clarifiers, disinfection system and minor electrical diagnosis & repairs.

Prepares and submits required reports including monthly discharge monitoring report, annual bio solids report, annual industrial report, and other reports as necessary.

Maintains records of all treatment process data including lab reports, process control sheets, influent and effluent flow records, equipment hours and maintenance data and related documentation.

Schedules operations staff, assigns work, and monitors progress.

Performs final inspections on new subdivisions.

Conducts staff meetings and training sessions.

Oversees safety training for operations staff and develops policies and procedures to help provide a safe working environment.

Coordinates the organization, staffing, and operational activities for the wastewater treatment facility including process control and operational changes, maintenance and compliance.

Hires and trains employees, writes and conducts evaluations, and guides employees in accomplishment of their duties and professional growth.

Provides administrative assistance with preparation and monitoring of operating budgets and capital expenditure budgets.

Assists with coordination and completion of capital projects.

Monitors approved budget to assure projects and work done is within the confines of said budget.

Recommends and approves the purchase of supplies and equipment and assists in the development of bid or proposal requests.

Approves expenditures and prepares associated paperwork including payment vouchers.

OTHER DUTIES

Depending on organizational need, additional duties may include the following:

The Wastewater Treatment Facility Superintendent position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.

Performs related duties as established by law/ordinance or reasonably directed by the town.

Assists other town departments/divisions, as necessary.

Education, Knowledge, Skills, Abilities:

EDUCATION, EXPERIENCE AND FORMAL TRAINING

Associates Degree in water and/or wastewater technology or related field

Five years of wastewater treatment experience

Any equivalent combination of education and experience

3 years previous supervisory experience

Must live within 30 minutes of Wastewater Treatment Facility and be available for on-call rotation

LICENSES OR CERTIFICATES

Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards

Colorado Class A Operator Certification

Colorado Class C Industrial Treatment Operator Certificate

FEMA Certifications 100, 200 and 700 within one (1) year of employment

CPR/1st Aid certification within three (3) months of employment
